After successful graduation, you have all the freedom to either opt for post- graduation or start your own practice just after graduation.
Generally students opt for post graduation ie MDS to get more exposure and knowledge.

For qualify in Karnataka PGCET for MBA candidates have to achieve at least 50% marks that is out of total 100marks it is 50 marks.

You have got 45marks  in PGCET MBA Karnataka.

Yes you are, perhaps you need to qualify JAM or GATE Exam in Biotechnology followed by Interview for admission in MS-PhD Programme in Biotechnology of IISc Bangalore.
