Once you get admission in particular college via counseling then there will be a limited period to change your course or language. So you need to make changes in that particular time . Mostly time will be inbetween 20 to 30 days. Once the time is passed then it's impossible

I didn't found ICAR asking for transfer certificate for document verification. Please again have a look at documents required for verification. If it doesn't ask you can proceed with other documents but if it is specifically asking for 12th or graduation transfer certificate then you need to submit them compulsory
