You must be aware general category cut off for govt college in delhi goes higher than AIQ quota.
Last year cut off for Gen category in AIQ counseling was 15038. (marks above 610+)
Whereas in delhi state quota counselling it was AIR 6349 in DU and AIR 4207 in IPU upto second round of counselling.
So this year cut off may goes somewhat low but then also you have very little chance of getting govt mbbs colleges at your expected marks.
You may have little chance of getting BDS if ranks improve then last year.
Otherwise you can try for BAMS/BHMS top govt college.

Yes definitely you can pursue your masters in abroad universities in mass communication & fashion after completing bjmc.
And the required marks for that would depend on the type of university in which you are applying for.

For admission in DU Colleges, the you have to fill the application form. However, there are two colleges in Delhi University who have their own separate application process.
