First of all, determine your area of interest as textile, biotech and mechanical are different fields not related to each other. And all three of them have wide scope in future as well. Going with textile you can get job in quality control, sales technical, R&D, production control, process engineering, corporate management, planning and maintenance of textile machineries etc. While, biotechnology has expanded to diverse sciences like immunology, virology and other subjects like health, agriculture, cell biology, plant physiology, seed technology, etc. The job of a biotechnologist is to modify or manipulate living organisms in laboratories to develop new products. Moreover, mechanical engineers have many opportunities in aerospace, automobile, chemical manufacturing plants, oil exploration, railway coach factory, research, and development etc.
So, please choose accordingly as per your interest. Coming to institutes, IITs(Indian Institute of Technology) have quite great scope. Whether it is Delhi or BHU, you will come across great placements too. Also, choosing dual degree program will save your one year.

To avail ST category reservation in state of delhi,you should must obtain the caste certificate from Delhi itself. As you have completed 11th and 12th from Delhi you are eligible for delhi counselling but won't be able to get reservation if you don't have caste certificate from Delhi.
Although you will be eligible to participate as Gen category candidate in the state counselling quota of delhi if you are not able to produce caste certificate.

As per your rank let me tell you that there is no chance for you to get seat in DTU considering you as a general category . For other states you need to score atleast 98.5+ percentile in JEE mains to get a seat over here.

If you have taken admission in B.A.(Hons.) Political Science in any College of the University of Delhi (DU) , then if you want economics as a subject then you can choose economics as your GE subject, that is, Generic Elective subject. The Generic Elective subject option will be provided by your respective college and you will be required to choose the subject you need as your Generic Elective. You will get several subject options for economics every semester.
In case, you want to take admission in B.A.(Hons.) Economics in Delhi University, then you cannot do so because for that one needs to have studied and passed mathematics at the qualifying examination. But, having studies and passed maths is not a mandatory requirement in other Universities and Colleges because there are other colleges which provides the course of B.A.(Hons.) Economics without having studies maths.
