I would advise you against going after Chemical at Lower IITs, unless youre genuinely interested in that branch. Of course, my advice would be different incase you were into Top 5-7 IITs, but not in this case. Being interested in CSE, your best bet is CSE or ECE at NIT Jamshedpur, Raipur and many other Good Tier 2 NITs or maybe Core branches like Mechanical/Electrical at Top NITs. Most of the NITs nowadays have strong Placements besides having excellent faculty and infrastructure.

As you have mentioned that you have secured 77 percentile and taking into consideration that you belong to sc category so definitely you will get the benefit but as you are from other state the cut off will be surely very high to get nsut.
So, it's just not possible to crack nsut delhi in this percentile. Although various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college previous years cut offs and difficulty level of the paper.

As you have mentioned that you have secured 82.5 percentile and you are aiming for jnu and taking into consideration that you belong to general category so let me tell you that it's not possible to take admission in this college because you need atleast 97+ percentile to get this college.
