If you are getting in EE in DTU then you should go for it. DTU is better Institute than Newly established NITs. Also EE has better career opportunities than Chemical. DTU has good reputation and it will surely help you in placement times. You can also do research work there if you like. Even if you opt for higher studies, being from DTU would certainly help you .

Admission in IIIT Delhi are done on the basis of All India CRL Ranks and not on category ranks.
Based on the previous years' cutoff and percentile obtained, there are less chances for you to get ECE branch in IIIT Delhi.

I am assuming you from general category. Guessing, asking under state quota cut off
In neet 2020, 6349 all india rank corresponding to 638 marks for general category was the cut off marks/ lowest marks that got an mbbs seat in Lady Hardinge Medical College for Women, New Delhi under Delhi state quota
So, you need at least around 6300 rank i. e around 630 - 640 marks for it under state quota

Since you haven't mentioned any details about your category, I would be providing details considering you as a General category candidate.
Following are the Government Medical colleges that are present in Delhi -
1) Maulana Azad Medical College, New Delhi (MAMC)
2) Vardhaman Mahavir Medical College, Safdarjung (VMMC)
3) University College of Medical Sciences University of Delhi (UCMS)
4) Lady Hardinge Medical College for Women, New Delhi (LHMC)
Along with the above mentioned colleges there are few semi-private colleges in New Delhi too. But cut -off for all these colleges are very high and on average are above 650 marks.
So it is not possible for you to get admission in Government Medical Colleges in New Delhi for MBBS with this score.
