Last year the cut off for admission to B.Planning in School of Planning and Architecture, Delhi is 163 for EWS category in round 6 of JoSAA counselling. Considering the previous year cut off you do not have chance to get seat in B.Planning in the preferred institute. However, you have chance to get seat in Maulana Azad National Institute of Technology Bhopal in B.Planning. The cut off was 542 for EWS category.
Cut off depends on factors such as total number of candidates appeared, difficulty level of examination and total number of seats available etc. So it may increase or decrease this year based on above mentioned factors.

In order to appear for MCAT the basic eligibility criteria for international students is that you should be enrolled in a MBBS program or hold a MBBS degree. Then you can directly appear for MCAT.
You should be appearing for MCAT of you want to enroll in a healthcare professional course in the USA.
If you do not meet the eligibility criteria and still want to appear for MCAT you'll have to take special permission and if you pass you can then appear for the test.

See every year from different states, different student come to study at DU from different states. So with they also accommodate. As a result, if you get a chance there then I would recommend you to go for it. Initially you may find linguistic challenges but within a month or two you will get a ease there. So you may have to face some problems linguistically to communicate with peoples but academically you will not face any problem.

Yes, it is mandatory to include Mathematics percentage for the calculation of best four to pursue BA (Hons) Economics from any college of DU, maths is a compulsory subject .
The criteria for calculation of best four subjects is as follows for admission to BA Economics (Hons) in DU admission
Admission officials told that for the 'Best of Four', one language subject, Mathematics and combination of best two other elective subjects are necessary . If the student does not include Economics in 'Best of Four', he will have to undergo a deduction of one per cent in the aggregate.
The process to calculate DU best of four is straightforward. The university evaluates the highest scores of the top four subjects any candidate has obtained in their qualifying exam . Further, when calculating the DU best of four marks, take up two academic/elective subjects from List A and List B.
All subjects to be included in the calculation of 'Best Four' must have at least 70% theory component of examination . In case the subject to be considered does not have at least 70% theory component, then the marks obtained in theory and practical shall be converted to 70% and 30% respectively, on pro rata basis.

See both of the universities you have mentioned are one of the best institutions in India. So you can choose any of it as it will not make a huge difference. Although from a research and placement point of view, IIIT Bangalore is a bit better than IIIT Delhi. If you see the qualification and the updated profile of the faculty members then you will find in IIIT Bangalore there are professors more active in research. In case of placements the average packages is a bit better. Now its you choice, there isn't a huge difference between this two and frankly speaking every year the stats change, so choose which ever college you prefer.
