First of all, a very heartiest congratulation for securing such good marks in your NEET examination. Secondly, I would like to say that each and every year the cut-off criteria get changed depending upon the merit list. This year it is expected to secure 40 - 45 percentile for general category ,for getting the chance of admission. The previous year's cut-off marks was 146-113 .

As you said your aggregate percentage of 12th is 95%. Then it wont be difficult for you to get admission in above mentioned universities. Universities usually deduct 2.5% from total aggregate if a person changes their stream. So let’s say yout percentage will become around 92.5% with this you can get admission in DU in BA honours philosophy, history, sociology and other subjects under 3-4th cut off. and same is the case for panjab university and BHU. so, there’s not much need to worry

As per my understanding of your query, I suppose you're asking if you can change your course and college during admissions. If this is the case, then you can change these numerous times. Suppose you have already taken admission in any one of the colleges in University of Delhi after the first cutoff. If you're getting a better college and course after the release of the subsequent cutoffs, you can cancel your admission in the first college, and then apply to your desired college. As per the information given on the official website of University of Delhi, an applicant can upload the CO authorized EWS certificate in the application form if he/she is unable to obtain it from SDM at the time of filling the application. However, the applicant has to produce a certificate issued by the concerned authority at the time of admission. If you're not satisfied with this answer, I request you to further clarify your query.
As per the cutoff lists of University of Delhi for the academic year 2020-21, you can seek admission in various colleges like Sri Venkateshwara College, Zakir Hussain Delhi College, Shyam Lal College, SGTB Khalsa College, Shivaji College, Satyawati College, Motilal Nehru College, Rajdhani College, etc. in the first cutoff itself. However, if you wish to seek admission in any of the North Campus colleges, you will have to wait for subsequent cutoff lists to secure admission.
