As per the new rule you exempted from the complete tution fee for the entire course however the mess fee and the extra charges are required to be paid which varies from college to college.

You can apply for 15% All India quota counseling. So you didn't want your domicile certificate.

If you are a Delhi candidate then if you don't have any domicile certificate so it's okay. You can fullfill some conditions for the admission in any medical College in  Delhi.

Candidates aspiring for direct admission will have to visit the respective college directly. and apply by paying the prescribed application fee.

K S Tripathi , From some research on internet I found that Dr. Akhilesh Das Gupta Institute of Technology and Management is good in comparison of Delhi Technical Campus, Greater Noida. Because average package is almost same in both colleges. Fees is less here and infrastructure is also good.

If you are a Delhi Category student, you will have to get good marks to get CSE at IIIT Delhi, COE and IT at DTU and NSIT. If you are outside Delhi category student, their cutoff vary a lot in spot round each year, so can't comment on
