Unfortunately Delhi University do not provides or offers any integrated civils coaching. If you want to do coaching for civil services you have to take coaching from a good IAS coaching institute academy. But any university in Delhi do not revise coaching with the normal degree.

see you did not mention you want per semester fees with in 20k-25k or not, however in jamia milia islamia delhi, total fees is less than 100000, admission is based on jee  main exam and the course is regular, you need to apply in official website for admission process

Generally EVS is an optional subject for the students so it may not be included in best four.Since it is not a core subject so it won't be considered in best of four whille calculation of your percentage.
