If you are from TN but not the above mentioned places,then you might get it on the basis of previous year trends.

Yes IISER accepts JEE advance Score. For General Category the rank should be within 10000 to get into CRL(Common Rank List) and for candidates belonging to the reserved category (OBC-NC, SC, ST, PD), their category rank should be within 10000.
