The tentative date for the application form available for B.Sc. Nursing in Government Aided Delhi Colleges starts from December 2020 to April 2021. All the other information regarding Admit Card, Exam Date, Counselling Date, etc,. are yet to be announced by the Official Authorities.

There are 2 modes of admission to pharmacy courses (B.Pharm and D.Pharm). One is based on your 12th merit, and the other is based on various entrance exams like Common Entrance Test (CET).
Delhi Pharmaceutical Science and research university is the top government institute in Delhi for pharmacy.While considering 12th merit either physics,chemistry,biology combo is considered or physics ,chemistry and math combo is considered. Jamia Hamdard University also accept based on 12th score but it is a deemed university. Now regarding CET , it is only for D.Pharm courses , there are 4 colleges participating under this , you need to attend the counselling where based on your rank you will get a seat.In the case of deemed university they my have their own entrance exam too. So you need to visit their official website in order to clearly know about the respective admission procedure.

So on such marks you have very low chances of getting any of the government medical college in Delhi even under state quota according to previous year's cut-off. As we go through previous year's cut-off then it shows that last year the lowest cut-off marks was 613 for Lady Hardinge Medical College, New Delhi under Home state quota for General category.

But yes with this score you have good chances for some private medical colleges and deemed universities so you can go for that as per your convenience.

See it is little bit difficult to suggest that whether you will get seat in any government college in Delhi or not because different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon numerous factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
According to the marks mentioned by you in the question your rank is expected in the range of 501348 - 576498. So if we check out previous years NEET cut-off trends in Delhi then there are no chances for you to get seat in any of the GMCs even in Lady Hardinge Medical College for Women, New Delhi, the reason being is last year the closing/cut-off rank was 818 for Lady Hardinge Medical College for Women, New Delhi under Home State quota for OBC category.

The Category certificate has been issued by the state government and I don't think that should impose you ay problem. As what is sanctioned by the state government will be considered right for the state quota seats.
Any college will check you category certificate and not your caste. Soi think it's fine. But for safe side why don't you just contact the IPU authorities regarding this and discuss it with then to get a clear idea about your problem.
