You should definitely choose Motilal Nehru Delhi University.
Compared to DU college college of vocational studies for a bachelor course in English is not that good option.
Along with the DU tag, you would have various extra co curricular activities in the college.
So choosing Delhi University for bachelors in arts course is a good option

Your best of four is pretty good. But this year, there is a huge rise in the cut offs especially for popular courses including Political science. Since, you are from OBC category and looking for college in North campus, then estimation can be made that you may get a college here in closing cut offs.
It's better you secure a seat in other college so that when further cut offs are released, you can change college as per your preference.

Delhi University offers admission to various undergraduate and postgraduate courses on basis of qualifying degree merit or Entrance Exam marks. The application process for UG, PG courses commences in the month of May/June every year. For the current academic year admission is to start from June 20 - July 4 tentatively.

Delhi university is expected to release the DU application form on June 8 (10 am) in online mode at its official website i.e du.ac.in. but as of now it has not been announced officially
The last date of filling DU application form and submitting it is expected to be June 30.
