To be eligible to get admission in Bachelor's in Physical education (B.P.Ed.) candidate must have atleast 50% in bachelor's degree in any discipline and having at least participation in Inter College/Inter-zonal/District/ School competition in sports & Games as recognized by the AIU/IOA/SGFI/Govt. of India.
Or candidate must have 45% marks in undergraduation with 3 years of teaching experience. And DU conducts an entrance exam also for this course, which candidate needs to qualify. For more details, visit here:

You have already enrolled in a college. As long as you are a part of any college of Delhi University, you can't apply for the multiple admissions in any college of Delhi University or in multiple courses of the same college. If you want to apply again for any college where you are meeting the cut off or the eligibility criteria then you need to withdraw your current admission in the college. After cancelling your admission only you're eligible to apply again for getting admission.

You've mentioned the score and the stream in which you want to pursue admission but not the category to which you belong so it is difficult to predict accurately any college for you. 67% is not a satisfactory score for getting admission in Delhi University, especially in biology related field since the cut offs generally remains high for the same in both the category that are reserved and unreserved.
You've mentioned that you belong to state Delhi but Delhi University doesn't offer any state quota.

Compared to DU college college of vocational studies for a bachelor course in English is not that good option.
Along with the DU tag, you would have various extra co curricular activities in the college.

You can choose any of the subjects. But if u want to go for civil services in future than its not necessary but you have to know mathmatics upto the certain extent. Although you only need to obtain 33% to qualify in the exam but even though if you are sound in math and reasoning than you might end up trapped in exam.

You will definitely have a better Return on Investment and degree from central university (DU) will always be a better option comparing to other private colleges.
