Generally there are two option in counselling
1 float / slide
2. freeze
when you alloted seat and report to the reporting center and choosed freeze option then you will not eligible for further round
if you have choosed float option then you are eligible for further counselling

if you select kolkata as per your preference so most probably they will give you examination centre as your preference.
