If you are from any reserved category and then you can get a seat in any college, because cutoff for unreserved cutoff is very high,but I will suggest you to go to spot counselling may be you get one but chances are very low.

As per your concern about the releasing of the DU Jat third allotment list so the answer is Yes, the realeasing date is of today means 16 Aug'19. You can check on the website for your resukt as whether it came in your 3rd list or not.

May be but if they announced 3rd allowed list and if they a sufficient number of sit which they ready for allowed then you might get chances for 3rd list and get this Institute. it totally depends on they sit number and I hope it is sufficient for you.
