You did not mention you rank, So I considered it as General Category and answered it. With 73,000 rank, according to last year cut offs, you will not get any seat. Dermatology is also not an option with this rank. But if you belong to OBC,SC,ST, then you may have slight chances in atleast Private colleges. If you consider previous year cutoffs then for MD dermatology the closing rank was around 1500 for Silchar Medical college.
If you have State quota then you can get till 2500 (West Bengal, Karnataka)

According to your rank and based on the previous year cutoff, chances seem to be less of getting a seat in DNB Dermatology and Venereology if you belong to the general category. You have chances to get a seat in other specialties.

There is only one college in India is available to studied in dermatology course without neet qualification, that is B.p koirala. After MBBS you should admitted in all of the course in medical except optometry without neet qualification.
