Yes, you are eligible to do B. Tech in CSE after completion of your three years Diploma in ECE course. there is a condition that you must have good marks in diploma. To get admission in B. Tech second year, you need to appear in Lateral Entry examinations like LEET, ECET, JELET examinations which is conducted by your respective state entrance examinations board.vas well as if you want to do your btech from private then you should apply for lateral entry for btech course in cse of your choice private college.

Do not panic, they will be intimating about the counselling session sooner. Kindly keep checking the NOTICES menu of the official website often. see rajasthan ptet exam has postponed due to corona pandemic, however if you have not applied for the application you can not appear in the exam when it will held, as per the eligibility criteria you are eligible to apply for bed course , since the eligibility criteria is Candidates should clear graduation with minimum 50 percent marks. however government teacher recruitment's comes time to time and you need to check the eligibility criteria before applying.  you did not mention in which course you want to take admission in IGNOU, mention the necessary details in comment section, then I may help you with valuable information.
