Yes it is correct that not all engineering colleges give admission to diploma students through lateral entry program and in this case the candidate should take admission in first year of B. Tech. and then only he/she can be promoted to 2nd year.

Sorry to say this the eligibility criteria for MBA is candidate must have passed 10+2 +3  (bachelors degree with 50% aggregate) . as diploma course is not equal to bachelors degree.
