Ideally, it is best to have a diploma in the related branch only, but as you are looking for a change from EEE to CSE it is possible.

I would also like to point out that the eligibility criteria vary from one college to another.

See as per the NEIPMD website, the course Diploma in Special Education of Visually Impaired needs just 10+2 with 50% marks. If you have this you can go for the course. For BA Economics Hons. the demand is very high, so you will need a good marks to pursue it.

See as per the rules of UGC, you can't pursue two full time courses at the same time. So you have to complete you BA Economics either then start your Diploma or the vice versa. But both can't be carried on simultaneously.
