yes, you can join IIT after diploma in CSE. but still, process of getting into iit is same. you need a valid jee advanced score to get into iit. speaking of the worth. CS at IIT is absolutely great. You can definitely shoot your shot for iit with you

you have not mentioned which diploma you have achieved. In general for diploma courses the new education policy for the pass out of 2019-20 e pass out student will not be affected with the new policy. So hope for the best. Best of luck.
