Yes, you require to submit the domicile certificate of the state you belong to and completed your 12th from. I think you should at least apply for domicile certificate and get the registration slip. That can be shown to the authorities and probably they will give some time to submit

Yes, You need to concentrate more on CET Exam and keep a target of 98-99 percentile to get to top colleges in Maharashtra like COEP Pune, VJTI Mumbai, WCE Sangali, VIT Pune. These colleges are really good and offer more opportunities.

To get admission in PICT pune your CET score must be in the range 97.5-99 percentile.
The cutoff for every year changes but it doesn't change with much margin.
So you can consider scoring In this range.
