You can claim state quota seats in multiple states, provided you fulfill the eligibility criteria setup by the conducting body. As per the norms of national testing agency, one need to satisfy some basic eligibility criterias in order to apply under state quota. Some of the major ones are:

• Should be resident/native of a state
• Completed his/her secondary and higher secondary education from any school recognised by the state government.
• Parents should be working in a government, public, private sector for atleast five years and must be authorised by the state government.

Let me make few things clear about AIQ : The AIQ scheme was launched in 1986 to provide for domicile-free, merit-based opportunities to students from any state to get admission in a good medical college in any other state. The scheme was introduced under the directions of the Supreme Court. In this, a number of seats are reserved in state medical colleges for students domiciled in their respective states. The remaining seats which are 15 per cent in UG courses and 50 per cent in PG are surrendered by the states to the All India Quota.

So basically it was formed so that you can take admission in other state without any hassle and worries since you are a domicile of Uttar Pradesh

You just need to get your domicile refreshed and you can avail advantage of state quota because the Aiq benefit that you availed was for Neet UG so you can have an advantage of up domicile and can freely apply it for Neet pg.

No in that case you will be not eligible for state quota. You will be only eligible for the domicile certificate when you have studied any seven years of your school from class 1-12th. So you must so do 7 years of schooling in Karnataka for eligible for state quota counselling.

The detailed eligibility is given below

• The candidate should have studied in one or more Govt. or Govt. recognised schools located in Karnataka, for a minimum period of 7 years, between Class 1 to 12 or equivalent.
• The candidate should have passed class 11 and 12 or equivalent from a Govt. or Govt. recognized Institution located in Karnataka, and their parent/s should have studied in Karnataka for a minimum period of 7 years
• The candidate and their parent/s’ mother tongue should be either Kannada, Tulu or Kodava, and the parent/s must be domiciled in Karnataka. The candidate must have studied in an Educational Institution outside of Karnataka and should be residing outside of Karnataka as of May 11 of the particular year. The candidate shall undergo a Kannada Language Test, conducted by the KEA.

KPC Medical College in West Bengal is a private college, as far as I know.

One of the best colleges in the country.

The cutoff this year is higher and varies by state.

In West Bengal, the cutoff is frequently set high.

If you want to know the fees structure, it was not less than 5 lacs approximately last year ( estimated figure only)

Because the costs structure for 2019 is not clearly stated on the website.

Hope you are doing great as per the question asked by you if you have a permanent address of Uttar pradesh then you can certainly apply for domicile quota in Uttar pradesh which will certainly give 85% home state quota. If you are availing state quota of Uttar pradesh then you can not avail domicile quota for any other states.

Hope you are doing great as per the question asked by you no you can't apply for domicile in delhi along with U.P quota because you can have only one domicile quota as you have mentioned that you have quota from U.P then you can have domicile quota of U.P. You generally have state quota when you have a permanent address at that state or have completed 10th or 12th from that state.

As you have mentioned you have made a domicile certificate for neet UG 2021 and it has been verified on the e-district UP website but as per the guidelines you need to follow that.

Domicile certificate will always be accepted if it a recent one. And yours as you have mentioned that you have made your domicile certificate in 2016 so I would recommend you to make a recent domicile certificate to be on a safer side.
