NEET Reservation policies and criteria are applicable for 15% All India Quota (AIQ) seats as per Government of India norms. On the other hand, criteria for reservation in state quota seats are subject to the rules of the state governing body/counselling authority.

Seats under All India Quota are reserved for non-creamy layer OBC candidates only in Central Educational Institutions. This reservation will only be applicable to the castes mentioned in the Central list of OBC. So the caste certificate should be central.

Your domicile state or state of eligibility has nothing to do with the place or city from where you want to appear in NEET examination.

In the choices of cities for Neet examination centre you can choose any city  of your choice in any state across India irrespective of your domicile state or state of eligibility

Hope you are doing great as per the question asked by you no you can't use rajasthan sc cast certificate as if you are availing home state quota for madhya pradesh then you need to present the state sc certificate of madhya pradesh and if you want admission in all india quota then you need to  have all india sc caste certificate.

With 620 - 630 marks , you do have chance in RNT Medical College, Udaipur under Rajasthan state quota

For participating in Gujarat mbbs counselling for state quota seat you must have the domicile certificate otherwise she will be not eligible for state quota of Gujarat. Her domicile state in that case may be your original hometown state.

A person should fulfil the following conditions to obtain the domicile certificate in the State of Gujarat:

• The applicant must be a resident of Gujarat
• The person born in Gujarat and had been residing there for at least ten years is eligible. However, the wife and the minor children of the applicant are also eligible.
• The applicant must own the land or immovable property in Gujarat for which the copy of RoR(Record of Rights) is submitted
• A woman who is from another State but has married a permanent resident of Gujarat is eligible as well.
• The person or any family member who was in the regular Government service of Gujarat can apply for a domicile certificate.
• For a person of unsound mind, a written declaration is a must by parent/guardian
• Note: one cannot acquire the domicile certificate from more than one State/UT as it will be considered as an offence. The applicant can procure the domicile certificate from only one State/UT as per law.

As you have been for seven years only you are not eligible for domicile certificate in Gujarat. Ten years is necessary condition.
