As you have mentioned that you have domicile certificate of Maharsatra and caste certificate too issued from the gov. itself then you surely are eligible for the 85% state quota counselling for Maharashtra. And in the eligibilty criteria you are required to produce your 10th or 12th passing

If you look at the eligibility critiera for Delhi State Quota at https://medicine.careers360.com/articles/du-mbbs-admission it mentions that you should have completed your 12th in a school located in NCt of Delhi. If you fulfil that criteria, you can use your SC Category certificate for claiming SC reservation in Delhi State NEET

You definitely need to have domicile certificate which is altogether different than caste certificate. So, in order to get state quota you need to have domicile certificate.
