In order to be eligible for the Delhi state quota seats, you need to  pass your class 12 from any school located in Delhi- NCR, affiliated to boards :-

This Entrance test is taken for engineering, B pharmacy and allied medical courses.

I suggest you just to get the state quota you shouldn't repeat the Class 10 because first it will require at least 3 years to complete the 12th again.
