To apply for any state quota domicile certificate is mandatory. 85% state quota includes it.

NEET 2021 results have been declared by the National Testing Agency NTA.
To predict whether you will definitely get a seat in a college is an uphill task as cut-offs for colleges change every depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
NEET 2021 Cut-off goes like :-
• General /EWS- 50th percentile
• SC/ST/OBC - 40th percentile
• General-PwD - 45th percentile
• SC/ST/OBC-PwD - 40th percentile
Marks wise cut off is as following-
• General - 720-138
• OBC/SC/ST - 137-108
• Gen PwD - 137-122
• (OBC /SC / ST ) PwD - 121-108
Though it was expected that due to higher difficulty level of examination cut-off for colleges will decrease, but it turns out students have performed exceptionally well and the cut offs for colleges is expected to increase compared to last year.

With marks you have scored in the NEET examination, it would be quite difficult for you to get MBBS seat in Kerala through state counseling too despite you having reservation benefits.

Admission Counseling for MBBS in Rajasthan is administered by the NEET UG Medical and Dental Admission Counseling Board-SMS Medical College-Jaipur-Rajasthan, which is affiliated with the state university. Seats at government and private medical institutions in the state of Rajasthan are available via the counselling process for medical students. Other than students from Rajasthan who qualify for NRI quota seats, only students with Rajasthan domicile are eligible to apply.
Reservations are valid for government and payment seats at all private medical institutions in Rajasthan, even those affiliated with the government.
For counselling registration, go to the following URL: https://sso.rajasthan.gov.in/signin and click on Registration if the student does not have an SSO ID.
To establish an SSO id using your Aadhar, Facebook, or Gmail account, click the Registration button.
Login to SSE to get a list of all the apps that are currently available. HTE picture may be found under the Citizen tab.
Select the organisation "Directorate of Medical Education" from the drop-down menu.
Select "NEET UG Medical/Dental Admission" as the application type.
Completing the Application Form requires the following information: NEET UG Roll number, Date of Birth, NEET score, and NEET Percentile
Following the completion of the NEET information, your name, father's name, and mother's name will be shown.
You must input your gender, email address, cellphone number, home state, caste category, household income, grades, and so on.
Counseling fees (Rs 2000) may be paid online by netbanking, credit card, or debit card transactions. Alternatively, you may download a challan and pay the cost in person at your local e-mitra counter location.
You may then proceed to fill out the needed information and save and resume your session when you have paid the counselling costs.

Photographic evidence (photography) (image of size 20kb to 50 kb size)
Signed with a signature (image of size 20kb to 50kb size)
Xth marksheet (an image/PDF file between 100 and 150 kb in size)
XII marksheet (an image/PDF file ranging in size from 100 kb to 150 kb in size)
If you have a disability certificate, please provide it.
If relevant, a WDP/WPP,ST certificate should be sent.

No doubt you are eligible for Karnataka state 85% quota if you have min of 7 years study certificate including class 10 Marks card from Institute present in Karnataka.

In the form if there is compulsory to fill the domicile and caste certificate details you should do it. The candidate haave no caste and domicile and if you have a receipt of that domicile and caste certificate it'll be ok.
As it depends on which form, exam are you talking about.
So please give your documents for caste and domicile to tehsil as they are basic documents needed for any admission..

No, For private colleges, any candidate who is an Indian and has qualified in NEET 2021 can apply. No domicile criteria applied for admission to private medical colleges through NEET.The private colleges also offer seats to Non-Resident Indians (NRI Quota).

In order to be eligible for state/UT quota of Chandigarh, following is the criteria:
Aspirants who have studied in schools recognized by the Chandigarh administration and situated in the Union Territory of Chandigarh, as regular student.
Candidates whose parents are residents of Chandigarh for the preceding 5 years from the date of NEET application.
Candidates whose parents are employees of Central/ State Governments on deputation to Chandigarh, including Govt. employees of Chandigarh administration or working in autonomous bodies/ companies where Chandigarh administration has 20% or more stake. They should have resided for the preceding 3 years from the date of NEET application.
In case you fulfil any of the above mentioned eligibility criteria, you can get benefit of Chandigarh state/UT Quota.
But you are not eligible for Chandigarh UT Quota on the basis of Chandigarh being the capital of Haryana and you being the domicile of Haryana as Chandigarh is also an Union Territory.
