Hope you are doing well . With a marks of 454 I assume your son's AIR to be somewhat between 1 lakh 25K to 1lakh 35K . As it's difficult to tell the exact cut-offs unless the respective All India counselling and State Counselling results are announced,we can only predict a probability based on last year's cut-offs .In UP the NEET 2020 state cut-off marks for SC category was 457 which closed at an AIR of 124567. Seeing this ,it seems you are on borderline and can wait for the state counselling in UP to commence.
As for your second question,through AIQ you atleast needed a rank of 80K for SC category to secure a government MBBS seat .

Yes dear, when you don't have your domicile certificate then you first need to give an undertaking stating the reason of inability to submit your certificate and you are submitting your parents' certificate as a substitute. Then attach the domicile certificate of your parents to serve the purpose. Follow the notification panel of your designated authority to confirm the acceptance of your documents.

Counselling for NEET UG will be conducted after the result declaration both by centre and states. For participating in state's counselling you require domicile certificate and some more documents. If you mention category then also you must have valid proof for it. As you told you don't have valid category certificate for Maharashtra them according to my suggestion you must not fill category because failing to produce proof for category will subsequently lead to considering you in unreserved category. And there can be problem at document verification also if you don't have category certificate.

For students who have nativity of Tamil Nadu but have partially completed their school education from any other state need to submit their parents' real documents, which are birth certificate, ration cards and SSLC/ 10th/ 12th certificates at the time of counselling for state.
You would also be required to submit an undertaking mentioning that you have not applied for state counselling in any other state.

NEET 2021 results have been declared by the National Testing Agency NTA.
To predict whether you will definitely get a seat in a college is an uphill task as cut-offs for colleges change every depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS/BAMS seat matrix 2021
NEET 2021 Cut-off goes like :-
• General /EWS- 50th percentile
• SC/ST/OBC - 40th percentile
• General-PwD - 45th percentile
• SC/ST/OBC-PwD - 40th percentile
Marks wise cut off is as following-
• General - 720-138
• OBC/SC/ST - 137-108
• Gen PwD - 137-122
• (OBC /SC / ST ) PwD - 121-108
Though it was expected that due to higher difficulty level of examination cut-off for colleges will decrease, but it turns out students have performed exceptionally well and the cut offs have increased compared to last year.
See it is quite difficult to help you with the exact list of colleges as the counselling is yet to be conducted and the cut-offs keep on changing every year.
With marks you are scoring in NEET Examination, I expect your All India Rank to be around 42 thoudand. Hi aspirant, since you have 1.7 lakhs rank in your JEE mains exam also you belong to Gen EWS category so according to your question it is possible for you to get into IET-DAVV but you may have to face problem for CSE branch otherwise you can get any of the branches there on behalf of your rank only.
