You can change your college but you have to pay full fees for all the 4 years in order to get back the transfer certificate of class 12th.
I don't think that it would be a wise decision.If your college is not good in any terms then you can

Total fees for B.Tech. course is 5.5 lacs and nearly 1,38,500 for hostel per year. However it varies every year and actual fee can be different from it.
