I think you are talking about West Bengal Joint Entrance Examination. TFW means Tuition Fee Waiver scheme. This means you will not be needed to pay any college tuition fees but you have to pay a very minimum charge as the University fees. 

Coming to your rank. In TFW quota there are very few seats but considering your rank I am sure you will be able to get into a average engineering college in West Bengal.

Hello Aspirant, Placement are not totally depend upon the college, it is also depend upon the quality of the student. In BC Roy Engineering College, Durgapur about 40℅ of the total student are placed of the total student of the college. Here there is less chance of Mechanical Branch to get placed, if you are in CS, IT then there are so much chances to get placed.
