The Directorate of Techincal Education (DTE) have started the MP BE 2022 counselling registrations. The counselling and seat allotment will be conducted under two channels, through JEE Main score and class 12 marks. Seats will be allotted based on :
• the candidate’s choices filled in during counselling registration,
• merit and
• availability of seats.
Total 170 colleges participate in this counselling, and it is always advised to fill maximum number of colleges to make sure that by the end of the entire counselling process you get admission in a college. So, there is no such limit for choice filling you can fill as many as you wish but you need to be careful with the college preference order.

As far as your percentile is concerned let me tell you that it is very difficult to predict about the colleges you can get in this percentile because there are some factors which govern the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
However you can get certain colleges with good branches such as Acropolis Faculty of management and research,B.M college of management and research.
Your rank is very low so you get private colleges like

IES college
Sistec colleges.

Yes you need to make a new category certificate as 7 years is a very long time so your certificate has expired. Generally the validity of OBC NCL Certificate for Central Government is 1 Year and Whereas Validity of OBC NCL Certificate for State Government is 3 years . You need to renew Both. For Renewal: You should go to a stamp vendor in your District or Tehsil court along with your old OBC certificate and requisite Documents. You can apply from Tehsil court or District Court, The Tehsildar or Magistrate will issue your renewed OBC NCL Certificate. Online facilities are also available in Some states like in Uttar Pradesh "Lokvani Kendra's" are available for these services.
