I guess you are talking about previous year cut-off here as cut-off for 2020 delhi university hasn't been released yet. Delhi university will release cutoff for 2020 in online mode from September at du.ac.in

Yes. You have chances but you'd have to wait for 2nd and 3rd counsellings.
Also you will most probably get a college in south campus as the north campus cut offs are higher.

Such discrepancies can be resolved with little efforts like submitting an affidavit. Generally these are not major problems in the admission and sometimes even an application will suffice.
