Your B.Ed will be account after B.Com (//B.Com) . But you can always add the BA degree you have done in your CV. It will be of no offence.

Sorry I couldn't find any dual degree program offered by Delhi university but there is a BTech degree that is through its Cluster Innovation Centre. Students who are interested to pursue B.Tech in DU are required to appear for the Delhi University Entrance Test (DUET).

In case of government colleges , i dont think that there are many colleges that offer dual degree in cse as the dual degree are offered generally for core branches. Like in iit kgp dual degree is for metallurgical,ocean engineering.
