No, you cannot write AP EAMCET exam in Delhi. The exam centres of AP EAMCET are not in Delhi. You can write the exam only the exam centres listed by the exam conducting authorities.

Also, you cannot join Colleges in Delhi  on the basis of AP EAMCET entrance

Hope you are doing great. YES, there is fee reimbursement for the students in TSEAMCET, who ranked below 10,000. But the fee reimbursement is only for EWS quota students i.e., Economically Weaker Section students and also the income tax payed should be less than 2 lakhs per annum.
