Since you did mention your category, I will assume in falls under OC Category and this from previous year closing ranks for B.Sc horticulture and from the official closing ranks, you might not be able to get Horticulture with 33,400 rank because the closing ranks after 1st counselling was

Congratulations for your rank dear. But in BC- e category 20k rank is not enough to get government veterinary college. But you can get private veterinary college ofcourse. Because you know cut-off marks will differ in every year basis of top rank, students merit and college to college also.
