It is difficult to predict government seat as you did not provide your category. However irrespective of your category the chances of getting government seat with 20k rank it is very difficult.

Yes you can cancel the college you got in second round counselling but college you got in the first counselling is gone you cannot get the college you got in the first counselling because you applied to for the second college you will not able to get the seat
