Yes you can participate in the second round of TS EAMCET counselling but if you get a seat in the second counselling then you will loose your seat that you got in the first counselling. Even if you get a less good college than the one you got now

As the certificate verification has already been done and a seat has already been allotted to you it isn't possible for you to update your certificate you could have done that before the seat allotment at the counselling center but now it isn't possible you should probably go
