On such marks and category you have very low chances of getting any GMCs in Bihar under state quota according to previous year's cut-off. As we go through previous year's cut-off then it shows that last year the lowest cut-off marks was 576 for Government Medical College, Bettiah under state quota for General-EWS category.

CSAB stands for Central Seat Allocation Board. It is responsible for counselling for admission in some of the AICTE approved engineering institutions located in North Eastern states and Union Territories and also for admission to supernumerary seats for NITs situated in Union Territories along with some Self Financed Technical Institutions. The counselling and admission is done solely on the basis of JEE-Main and this counselling starts after the completion of JOSAA counselling. If you want to sit in CSAB Counselling and want to get seat in any of the Union Territory or any North-Eastern state's college then you should have domicile of that region. But as mentioned in the question, you are seeking admission in NIT in Andhra Pradesh which is not in the region of CSAB Counselling so you can get NIT in Andhra Pradesh only through JOSAA counselling.

You have not mentioned which entrance exam you have appeared. If you have appeared jee mains then there is good chance to get CSE. For NIT , please check out current year cutoff and do apply for your state NIT campus if available with home state quota.
There is good chance to get government college located in your domicile state with home state quota and EWS. For security, keep one private college option. Look out for better option.
As per previous year figures, for general category, candidates with rank below 2lakh can apply for low rank NIT campus.

see cutoff score changes every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category, choice of stream etc. there is separate cutoff available for domicile wise, like outside delhi or delhi region candidates, however we donot have the cutoff available for ews category of previous years till now. however to check the general cutoff you may follow the below link,

Considering previous year cut off, it is difficult to get seat in NITs, IIITs, GFTIs with such rank. You can check the previous year cut off for NITs, IIITs and GFTIs by the following links
