Economics is a subject in which there is use of maths. You should refer 11,12 maths for basic understanding to it . I don't think there is any government college which do not have maths . You should check for private colleges which may do not have maths.

Central University of Jharkhand, Ranchi doesn't offer B.Sc Economics. You can check the list of courses it offers through the given here http://cuj.ac.in/program.php
It offers postgraduate courses and PhD in various subjects. You may have to seek admission in any other college which is offering B.Sc Economics.
