If you got admission in B.a.(Hons.) Political Science in the University of Delhi(DU) then you can take economics as your GE subject, that is Generic Elective subject. Each semester you would be required to choose a GE subject. It will hold same marks as your other papers. If your

BA hons Geography will only have subjects related to Geography and will not have History and Economics, but if you will pursue your BA hons Geography from University of Delhi, then there in your 1st and 2nd year of graduation you will have to choose your GE (generic elective)

Even if you are a PCB student, you can take admission in BA (Hons.) Political Science Course in Delhi University provided you meet its cutoff eligibility criteria and once you get admission in your interested course you can choose Economics as your GE

Maths is not necessarily required for you to have studied in 12th standard in order to secure admission in BA(Hons.) Economics. However if you want to pursue BA(Hons.) Economics at Delhi University (DU) then maths is a requirement and without having passed maths in 12th standard you won't be eligible
