I have completed all my education from Uttar Pradesh and currently live here but my ews certificate is issued from Bihar govt. Do I need to have it from Uttar Pradesh govt to get its benefits in aktu councelling?

Birth certificate is not necessary for issuing caste certificate you just need one thing if the caste of your father is under the category whatever the states he belongs to then you can issue it from tehsildar of your district you need to take following documents for issuing caste certificate.

1.Proof of identity (Aadhar, PAN, Ration Card, Student ID etc)

2.Proof of Address

3.Community certificate of either parents or siblings.

4.Self declaration.

I am preparing for upsc exam. Now my education qualifications are 3 years polytechnic. But bachelor degree is required to give upsc exam. Polytechnic course not bachelor degree. So I will do Btech, which will be 3 years degree. So in 3 years Btech degree will I be eligible for the exam?
