see as per the nits fees payment structure policies students have to pay the semester wise fees before the commencement of classes of semester. since you have enrolled on 2020, you would have two semester completed upto the counselling of jee main exams. due to covid 19 the schedules

yes, you can, since you have Diploma in Electrical Engineering, you may have issues in registering for a B.Tech program in Civil in some Institutes or Part Time courses/disciplines at NITs. Though it is always advised to go for a full time Lateral Entry Degree (B.Tech) in Civil Engineering

If you want to pursue Mathematics after your graduation then go for PHD in Mathematics. For this your Maths should be strong and you should have interest in it. And PHD program is having 5 years  of duration.
