Advantages:
1. It is a Government college so you will get a degree without even spending that much and hostel fees or rents(if you opt to be day scholar) are much less also.
2. Infrastructure is not compareable IIT or NIT standards but moreover better than most of colleges
Both the courses are equally good,if you have keen interest in pcm then go for btech electrical but if you're interested in collecting information regarding by which laws the country authorities and other stuffs go on then move to BA LLB.

It's all depends on the policies of your colleges. As you didn't specify your college, so I am not able to answer you exactly. But many colleges provide this scheme for their students even after first year because first year syllabus is almost same for all other branches.
