In 2018 its nearly 20 - 23 marks for EEE and 30 marks for mechanical. If your gate marks is 8–12 marks more the general cuttoff then surely u will get a seat in Anna University.

So far I know Kalyani Government Engineering College and other colleges affiliated to Makaut University don't have the facilities to get admission in M.Tech using the GATE score.
They have thier own entrance exam to select the candidates.
