You need to give entrance exams like JEE and qualify to get admission in various colleges. when you qualify you will get admission in a college and you can study electrical engineering.

Yes, you can take admission in bilaspur government engineering college in electronics and telecommunication engineering as the previous year cut offs for sc category was around 7-8k, however its slight difficult to get electrical engineering as cut off for this branch is relatively high, around 2-3k.

In electrical engineering you can learn both core subjects and computer languages.

You can only take into admission in engineering if you are class 12th passed from any recognised Board. I would suggest you to complete senior secondary and then if you want you can get in admission in your desired department and Engineering College.
