College wise SGSITS is better than DAVV but placement wise CSE is better than Electrical. If you don't have any particular interests, then I would suggest you to take admission in SGSITS. You would be eligible for placements in IT companies as most of the IT companies allow

as you secured a rank of 2147  rank in the ADVANCE EXAMINATION it is very good

but the competition for the computer science course is very tougher at the IITs one cannot get a better IIT with the rank you secured

as the all top rank holders

I am really sorry to say but with 3250 OBC Category rank in JEE Advanced, you can't get Electrical Engineering in any IIT.
The last is EE at IIT Jammu which closes at 3209.
