In VIT Vellore for EE branch cutoff for Category 1 will be 23000, for Category 2 will be 32000, for Category 3 will be 54000 and for Category 4 cutoff will be around 70000.
So, you have chances to get EE in VIT Vellore at Category 3.

Yes, it is good for EE Branch. Electrical Engineering is a good choice as many inventions are going on and that's why in future there is a need of Electronics a lot, many companies like tesla and electrical automotive companies and many companies need these type of background students who are from EE.

The Presidency University, Bangalore accepts direct admissions in its various BTech programmes for students with a valid JEE Mains score. So anything above the 80th percentile is a good score for applying and getting a good branch, Electrical Engg. in your case. You need to go college for getting a Btech degree. Btech from open college is declared invalid from supreme court and AICTE. There are a number of colleges with low fees but the only condition that you need to attend the classes and maintain the attendance.
