First of all, you may try to get a seat in your home state NIT. If you want Electrical Engineering, you can apply for the North-East NITs or try for any other local government colleges.

as per your mentioned score in JEE Mains 2019 it is not possible to get seat in any NIT with civil, mechanical, electrical engg. respectively. Considering last year cutoff percentile in JEE Mains it is 97 for general, 94 for obc, 92 for SC/ST respectively.

As for your question, you have a good chance of being selected for admission in IIT Roorkee, IIT Kanpur the chance for electrical is lesser. Also, you might be able to get IIT Bombay as its Electrical Engineering is slightly less preferred in comparison to Kanpur.

Both the branches have equivalent scope in their respective fields. As far as electronics and computer engineering is concerned, there are more core companies available for electronics branch than that of electrical branch. But at the end your motive is an IT company then both are equivalent.
