With this much score of 661 in the GATE examination 2019, your chances of getting the new IITs are high, you can get old IITs like IIT guwahati if possible. I will suggest you to go for old IITs only, as they will provide you a better exposure

Sorry to say but with this score you can't get PSUs.Even chances of getting selected in IIT and nits are very rare. You can only get good private universities. You can apply for the following listed universities .

I'm sorry to say this, while you do have decent rank, it isn't enough to get admission in NITs or CFTIs. In order to have the slightest chance at the premier institutions like NITs, you need to have 1000AIR for general and 1500 for SC/STs.

With this much marks and as you said your category is SC you have fairly decent chances of getting a call from PSUs. You can appear in BARC, ISRO, apply for Vizag STEEL.

Congratulations!!! you achieved very nice score. As per your score in GATE 2019 in EE you have good chances to get into IIT as you belong to SC category.
