No you cannot write gate exam in second or third year as the crieteria is the student shiuld have passed be btech or he has to be in the final year to appear for the gate exam so study from now itself and give exams in your final year

For getting admission in M. Tech at Aligarh Muslim university, there are two gateways
1.based on gate score
2.Departmental Entrance Test by AMU
If you have good gate score, go with the first option otherwise try with the second option.

Actually there is no integrated electrical in jiit ,i think you are confused between electronics and electrical.
According to 2017 the cutoff for integrated Ece in joint is 183014.so you may a get a seat in integrated Ece in jaypee institute of information technology noida.
